The handle, in painted enamel, has alternate stripes of turquoise and white separated by gilding. The white panels are painted with red flowers and green leaves. The paper cutter is in silver, pointed and is engraved. There is open work and an elaborate lower section. The portion near the porcelain handle is carved with roses.
