The spoon is a tea spoon. At the end of the handle is a low relief in silver gilt of Queen Victoria with SEMPER LIBER. The setting is in enamel with the British crown above and a shield with a BC below. A low relief in the bowl is labeled PARLIAMENT BUILDINGS VICTORIA BC.
